Not explicitly stated but probably unchanged from 1996: two players who tied for first would share the title, while in the case of a tie between three or more players, a tie-break (probably the ICU 1990 rules, i.e., starting with Buchholz) would apply to produce a singe champion.

Tournament review
“Colm Daly retained his Irish championship title in a tough event excellently hosted by Drogheda chess club from April 3rd-April 11th. Unlike last year, this year the eventual winner had to come from behind with victories over Tom Clarke in rd 8 and Mark Orr in rd 9. The pace for much of the tournament was being set by Tom Clarke and Joe Ryan, but no one player managed to impose himself on the event, and in the end the stamina and determination of the reigning champion proved to be the decisive factor.”
