Entry by invitation only. The plan was for a 10-player all-play-all consisting of the defending champion (Wolfgang Heidenfeld), two players each from Leinster, Ulster, and Munster, one player from Connacht, one nominee of the ICU, and the leading Irish player in the previous year's open tournament. But Leinster was able to fill only one of its places and the two Munster representatives dropped out 'without any notice or explanation' (J. J. Walsh, Irish Times, July 23, 1964). The event was reduced to only 8 players, and even that required the transfer of R. W. O'Brien from the Open tournament.
